6. General data regarding the procedure
Applied procedure: Direct procurement, according to the METHODOLOGICAL GUIDE
for private beneficiaries applicable in the conduct of procurement procedures for the award of contracts for the supply of products, provision of services, execution of works financed from non-reimbursable and reimbursable external funds related to the Recovery and Resilience Mechanism. The procedure is finalized by concluding a service contract.

8. Documents
The bidder will present the following documents attached to the offer:
-Certificate of verification issued by the Trade Register Office, issued no later than 30 days before the deadline for submitting offers, specified in art. 7
-Certificate issued by ONRC regarding the provision of information on the real beneficiaries, issued no later than 30 days before the deadline for submission of offers, specified in art. 7
-Declaration on avoiding conflict of interest -Self-declaration on avoiding double financing
-Self-declaration on compliance with the DNSH principle
9. Award criterion
Award criterion: lowest price
The award criterion applies only to admissible offers. The ranking of offers is established by ordering the respective prices in ascending order, the winning offer being the one in first place. In the event that two or more offers are in first place, the beneficiary will request a new financial proposal from the offerors, and the contract will be awarded to the offeror whose new proposal has the lowest price.

10.3 How to present the technical proposal
The technical proposal will be developed so as to comply with and detail the following technical specifications:

10.4. How to present the financial proposal
The financial proposal will be detailed for each service as Unit Price / pc. , expressed in LEI excluding VAT and respectively LEI including VAT. If the financial offer exceeds the funds allocated for the procurement procedure, the offer submitted for the award of the contract will be rejected as unacceptable. 1,450 lei (excluding VAT)
11. Information regarding the contractual clauses
Contractual clauses
1. The contract will be signed only with the economic operator designated following the evaluation of the offers.
2. The contract shall mention the identification data of the two signatory parties, the object, value and duration of the contract. Conditions relating to the provision of services, reception, in accordance with the applicable legal provisions shall be expressly provided.
3. The technical specifications, clarifications and the chosen offer shall be an integral part of the contract, in the form of annexes.
4. The technical specifications and the winning offer that were the basis for the award of the contract cannot be modified by the contract.
5. Any contract signed under the conditions of the national legislation in force shall take effect from
